Ellis is here appointed "<I>Commissary of Subsistence of Volunteers, with the rank of Captain</B></I>". Affixed with blue War Department seal and having the standard engraved vignettes of American eagle, flags and martial arms. Folds as expected, Stanton's signature slightly faded.
