Arthur, </B></I><B><I>Message from the President of the United States to the Two Houses of Congress at the Commencement of the Second Session of the Forty-Seventh Congress</B></I></B></I> <B>with Signed Card</B></I> (Washington: Government Printing Office, 1882), first edition, 1019 pages, black-cloth binding with gold lettering, 8vo (9.25” x 6”). This transcription of President Arthur’s address to the 47th Congress, delivered early in his term (1881-1885), is appended by “Reports of the Heads of Departments and Selections from Accompanying Documents.” Arthur’s “Executive Mansion” card, signed <I>“Chester A. Arthur”</B></I>, is attached to the front endpaper with mylar corners.
