<B>Charles Emory Smith Autograph Note Signed as Minister to Russia</B></I> “<I>Chas Emory Smith</B></I>”. One page, 4.25” x 6”, on his personal letterhead, July 20, 1891, with a 3.75” x 4.25”, portrait of Smith, both mounted on a larger 9” x 12” album sheet. Charles Emory Smith was minister to Russia from 1890-92. He writes: “<I>You ask for a sentiment on Russia.
