This has to do with General McClellan's opposition to General Winfield Scott's plan to "squeeze" the South early in the War, something like what was accomplished many years later. But I'm not sure about the "Creature of the Woods" and what the lower image refers to. CDV by McAllister & Bro., Philadelphia. Top of the image has a horizontal crease.
