Fascinating reading, the Minority Report of the Committee on Foreign Affairs, Presented by Mr. Smith, of Alabama, Richmond, 1862, 7pp. (P&W #858). The report proposes guidelines for the operation of the foreign affairs department of the C.S.A., including "releasing the number and names of all persons engaged in the service of the Confederate States in foreign countries" as diplomats, commercial agents, etc., and also examines the possibility that the Confederacy might have been recognized by France and England had New Orleans not been lost to the Union. Fine.
