According to "Sino-Japanese Treaty of Beijing", Kuan Cheng district of Changchun in Kirin was open as a trading port in 1905. And in the same year, Fengtien government bank was built, and in 1911 was changed to Three Eastern Provincial Bank, such large silver sycees were cast during this period and were the major currency in this area.
