Vaughan</font></b>, Indian Agent at the Upper Missouri Agency. AL, unsigned, 1¼pp, 4to, n.p., [ca. 1850s]. In full, “<i>I will beg leave to suggest as I have done in my former reports the establishment of two agencies —one to be located at the mouth of the Cheyenne in the heart of country occupied by the eight different bands of Sioux under my chare </i>[sic] <i>and one in the vicinity of the mouth of the Yellow Stone which would be the most central point for the other five Tribes under my charge Arickaras, Mandans, Goosvantres or Meniterres, Assiboines and Crow. The area given which I am obliged to travel is so immense and the duties so arduous that it is quite impossible for me to do all the tribes Justice. Since the 1st of January I have had to travel on horseback some two thousand miles and by water twenty eight hundred, making in the aggregate 4800 miles. Past experience has satisfied me conclusively that an agent cannot control and make favorable impression upon them without being in their midst, and counseling them often. In conclusion it is truly gratifying to me to state that there is universal peace and quietness among the different tribes under my charge. They visit each other smoke the pipe of peace go where and when they please in small parties or alone, and none dare make them afraid. The affair on the Little Blue Water on the 3rd Sept has opened their eyes and ears and they now begin to see the truths that I have endeavoured to impress upon their minds is a reality. No murders or depredations has been committed by any of the Tribes under my charge the past year.</i>..” On verso of integral leaf, Vaughan has scribbled a few nearly indecipherable notations to himself.
