In part: "Senate Bill No. 4. An act making an appropriation for the current and contingent expenses of the Cherokee Advocate for the Fiscal year ending November 17, 1903...The principal Chief is here by directed to draw his warrant on the General Fund accordingly..." Signed by the clerk of the senate, president of the senate, and boldly by Buffington as Principal Chief of the Cherokee Nation.
