All my instincts are in favor of the largest liberty...but we must hazard something to gain all. Perhaps we must be contented for the present with the declaration of the Secretary of War [Edwin Stanton], that in future all arrests shall be made by the military authorities alone. As to religious liberty I understand your remarks to refer to compulsory military service on the part of conscientious scruples against bearing arms...the 17th section of the enrol[l]ment law seems to me entirely satisfactory..." At this point of the letter, Sumner adds in his hand "Is it not?" Some fold repairs on verso. Light soiling, o/w VG. $400-600
