This has been a major U. S. foreign policy objective and represents an important victory for our U. S. efforts to promote economic development and good governance internationally. You should take considerable pride in this accomplishment. The Foreign Corrupt Practices Act, which you worked so hard to achieve 20 years ago, has been the model for this Convention. Your efforts in the late 1980s to preserve the Act, and to urge comparable action by our major trading partners, was the direct inspiration for U. S. efforts to seek this agreement in the OECD. As we mark this major milestone, I want you to know the admiration we have for your leadership on this issue during your remarkable career."
