Offered is an eerie, 8-1/2” x 14” document dated June 19, 1991 in which then-Arkansas Governor Bill Clinton sets an execution date for convicted murderer Edward Charles Pickens. The proclamation reads, in part: “Edward Charles Pickens was duly presented under proper proceedings…and after being tried in that Court by a duly empaneled jury was found guilty and his punishment fixed at death…Now, Therefore, I, Bill Clinton, by virtue of the power and authority vested in me by law as governor of the State of Arkansas, do hereby set July 16, 1991, as the day and date upon which the Commissioner (Director) of the Arkansas Department of Correction will carry into effect the judgment and sentence of the Phillips County Circuit Court by executing Edward Charles Pickens at the place and in the manner prescribed by law.” Signed at the conclusion in black ink Clinton, and countersigned by his secretary of state. NM/MT, with a central horizontal fold and some a bit of light toning and creasing. The gold foil seal and ribbon are crisp and intact.
