Partly-printed DS as president, signed “Benj. Harrison,” one page, 8 x 10, May 21, 1890. President Harrison directs the Secretary of State "to cause the Seal of the United States to be affixed to my proclamation of the General Act providing for the neutrality and autonomous government of the Samoan Islands." Mounted, matted, and framed to an overall size of 14.75 x 17. In fine condition, with a handful of small stains, and slight brushing to the signature. The Treaty of Berlin, signed on June 14, 1889, between the German Empire, the United Kingdom, and the United States, ensured the independence and neutrality of the Samoan government; the agreement was assented to by the government of Samoa on April 19, 1890, and officially proclaimed by the president of the United States May 21, 1890.
