As U.S. Secretary of the Navy &#40;Mar., 1845–Sept., 1846&#41; he established the United States Naval Academy at Annapolis and issued the standing orders under which Capt. John D. Sloat seized California ports on the outbreak of the Mexican War. LS as Secretary of the Navy, with 16 words added in his own hand, 1p, 9¾&#34; x 8&#34;, Navy Dept., Washington, 1846 Feb. 23. Fine.
