In 1859, Baden, under the progressive Grand Duke Frederick I, was becoming one of the more liberal and modern German states. Reforms were reintroduced, censorship eased, and administrative improvements made. Rising nationalist sentiment and external events like the Italian war influenced Baden’s growing openness to German unification.
