It is a Quarter, Struck on a Planchet cut from a Dime Strip. At the Mint, Strips of metal, the correct thickness for each denomination coin are cut in circle planchets or blanks. In this instance a Dime thickness strip was used to cut blanks for the quarters and then those dine thick planchets were used to make quarters. The result is a Washington quarter with the thickness of a Dime. It also caused a very weak strike and device and lettering issues throughout the coin. It weighs 4.3 grams, and a regular Washington quarter would weigh 5.67 grams. The lack of the proper thickness of the blank is what caused the missing letters and device features.
