It reads: "Mr. Calhoun, of South Carolina, a member of the Committee of Foreign Relations, has this moment informed Mr. Quincy, that the Committee of Foreign Relations have decided to lay a proposition for an EMBARGO on the table of the House of Representatives tomorrow. This information may be depended on from the respectability of the source from whence it is derived, and the measure to be recommended, it is understood, meets the approbation of the Executive. Small period ink notation, uneven edges as made. Very good condition. Politician Harrison Otis (1765 - 1848) was a U.S. Senator from Massachusetts.
