DS, one page, 7.75 x 12.25, June 1, 1809. Printed Treasury Department circular containing "An act respecting the ships or vessels owned by citizens or subjects of foreign nations, with which commercial intercourse is permitted." The circular notes: "All foreign vessels, other than those of France and Great Britain, are embraced by the provisions of that law: and British vessels will of course be also permitted after the tenth day of this month, to depart with cargoes for any port or place not then prohibited by the Non-Intercourse act. It may be necessary to add that vessels purchased at anytime by foreigners, and still owned by the,, are embraced by the law, and must be treated as other vessels belonging to the same nation, any thing in the instructions given under the embargo laws to the contrary notwithstanding." Crisply signed at the conclusion by Secretary of the Treasury Gallatin. In very good to fine condition, with intersecting folds, light edge toning, and paper loss to the left edge.
