Letter to David Gelston, customs collector at New York. In part: "As it appears by the petition of William Gibson owner of the ship Columbia, that a Disability had been incurred, and that you had declined granting a register for said vessel, I will thank you to inform me on what ground you had refused a register, and to point out to me the section in the registering Act, whence that refusal proceeds." In fine condition, with a small chip to the left edge.
