The seafaring cover by Fred Guardineer was an appetizer for an issue packed with adventure yarns. The key character is the Sandman, who made one of his earliest appearances in this story drawn by Bert Christman. Also on hand are characters such as playboy adventurer Barry O'Neill, amiable boxer Socko Strong, and the Federal Men (written by Superman co-creator Jerry Siegel). Bob Kane added a humor feature.
