The shortage of small change in the early 1960s was largely if erroneously blamed on hoarding by coin collectors, and one idea on how to combat this was to have all coins bear the same date--regardless of when struck. Russell testified at this hearing, and her testimony can be found on pages 26-38. A mostly forgotten episode in the relationship between collectors and the government.
