War-dated manuscript DS as president, signed “Abraham Lincoln,” one page both sides, 10.5 x 16.5, May 15, 1863. Document reads: In full, “To all whom these presents shall come, Greeting: Know Ye, That reposing special trust and confidence in the integrity, prudence and abilities of Thomas H. Clay, Minister Resident of the United States to Honduras, I have invested him with full and all manner of power and authority, for and in the name of the United States, to meet and confer with any person or persons duly authorized by the Government of that Republic, being furnished with like power and authority, and with him or them to agree, treat, consult, and negotiate of and concerning friendship, commerce and navigation between the United States and Honduras, and all matters and subjects connected therewith, and to conclude and sign a Treaty or Treaties touching the premises; transmitting the same to the President of the United States for his ratification by and with the advice and consent of the Senate thereof. In testimony whereof, I have caused the seal of the United States to be hereunto affixed.” In very good condition, with intersecting folds, expertly removed adhesive to central horizontal fold, and expertly strengthened, with light show-through on reverse, central horizontal fold (and line of staining from prior adhesive on the reverse) lightly affecting tops of a few letters of signatures, a couple other small areas of repairs along folds, and some scattered light toning and soiling. The white seal remains crisp and intact.

As a member of the Kentucky legislature, Thomas Hart Clay—the son of Henry Clay—strongly opposed every resolution to take Kentucky out of the Union. His leadership efforts were successful in convincing the state legislature to pass a neutrality resolution, halting plans for Kentucky to secede. Rewarding Thomas Hart Clay for his loyalty, Lincoln selected the son of his fellow Whig compatriot as America’s representative in Honduras—a nation the president saw as important ally. In 1862, Lincoln wrote in his State of the Union Address of the importance of such an alliance and the ‘more friendly sentiments...by these neighbors, whose safety and progress are so intimately connected with our own. This statement especially applies to Mexico, Nicaragua, Costa Rica, Honduras, Peru, and Chile...’ In 1865, the Senate approved a treaty ‘of friendship, commerce, and navigation between the United States of America and the Republic of Honduras.’ Clay served as Minister Resident to Honduras until 1866 when a successor was named by President Andrew Johnson. Rare and unusual in this format!
