Manuscript DS as president, one page, 8.25 x 7, March 9, 1863. Order issued from the Executive Mansion. In full: “I authorize William T. Otto to perform the duties of the office of Secretary of the Interior, during the absence of John P. Usher, from the seat of government.” Beautifully mounted, cloth-matted, and framed with an engraved portrait. In very good condition, with scattered light foxing, irregular toning, and two small areas of surface paper loss not affecting any text. Oversized.

Otto was the assistant secretary of the interior and had chaired Indiana’s delegation to the 1860 Republican National Convention, and after this temporary appointment by President Lincoln he served in Usher’s place between March and October 1863. This very document came under scrutiny during a later congressional investigation into William McGarrahan's ‘Panoche Grande Claim,’ during which Otto’s authority to act as secretary of the interior was questioned. A wonderful piece boasting a full presidential signature.
