Partly-printed DS as president, signed “Abraham Lincoln,” one page, 14.5 x 18.5, May 16, 1863. In part: “Know Ye, That reposing special trust and confidence in the patriotism, valor, fidelity, and abilities of James H. Rollins, I have nominated and by and with the advice and consent of the Senate do appoint him Second Lieutenant in the Second Regiment of Artillery.” Countersigned by Secretary of War Edward M. Stanton. Double matted with a larger oval portrait of the president and framed to an overall size of 35.5 x 29. In very good to fine condition, with intersecting horizontal and vertical folds, a vertical fold through Stanton’s middle initial with a small separation at fold intersections, Lincoln’s signature several shades light, and light overall wrinkling. The original blue seal is intact and attractive. Rollins was a West Point graduate who remained in the service for 20 years before retiring. Oversized.
