Vol. II includes reports of the Commissioner of Indian Affairs, Superintendents of Yellowstone National Park and Hot Springs Reservation, Utah Commission, and from the governors of Arizona, Alaska, Dakota, Idaho, Montana, New Mexico, Utah, Washington Territory, and Wyoming. From the governor of Wyoming is a supplemental report concerning Chinese labor troubles. Also a report from the Government Directors of the Union Pacific Railway Co. Includes a report on "Intruders on Indian lands" describing continued attempts at settlement by Oklahoma colonists during 1885 and the subsequent removal of them by the military. The Commissioner of Indian Affairs at this time was J.D.C. Atkins who in this report first states his opinion to replace Indian languages entirely with English through education at Indian schools. Atkins argued that this would therefore better acquaint the Indian population with the duties and obligations of citizenship by becoming knowledgeable of the laws, customs and institutions of the country [ndstudies.org].
