A proponent of a strong central government, he was a principal writer of <i>The Federalist</i> papers and was appointed by Washington the first secretary of the treasury, building a responsible national fiscal system. Hamilton was mortally wounded in a duel with political rival Aaron Burr. Manuscript DS as “<i>Secy of the Treasy</i>,” 2pp, legal folio, Philadelphia, Sep 22, 1794. Embossed paper seal affixed. Hamilton rules in favor of the petitioner, “<i>Francis Anderson Master of the Sloop William of Newport in the District of Rhode Island</i>,” referencing a penalty incurred “<i>under the statue of the United states entitled ‘An Act for enrolling and licensing Ships or Vessels to be employed in the coasting trade and fisheries and for regulating the same’.</i>..” [Annexed petition not present.] After mature consideration, Hamilton rules “<i>that the said Penalty was incurred without wilful</i> [sic] <i>negligence or any intention of fraud</i>” and that Anderson was liable only for “<i>reasonable Cost and charges attending the proceeding in the premises to be assessed by the Judge of the district.</i>..” Boldly signed, adding his office. Integral leaf with docket cleanly separated. Partially separated horizontal folds with no paper loss; minor occasional foxing; else a Fine example.
