'Ali Ibn 'Isa cited on this coin is 'Ali Ibn 'Isa Ibn Mahan, who was a prominent Abbasid military leader serving under Al-Mahdi, Harun Al-Rashid, and Al-Amin. Based on his dirhams and his falus, he might have enjoyed a short period of autonomy from Harun, since he does not cite the caliph nor any of his heirs on his coinage, which could be seen as some sort of rebellion or seeking of independence.
