Thomas Cooper (British, 1805-1892), a travelling preacher, became a leader of the Leicester Chartists in 1841. The chartist effort's name came from the People?s Charter, a proposal drafted by William Lovett in May of 1838. It contained 6 demands: Universal manhood suffrage, equal electoral districts, vote by secret ballot, annually elected Parliaments, payment for members of Parliament, and equalization of the number of constituents in each Parliamentary district. While all of its goals were eventually achieved, the Chartists were radical given their time and place.
