Although Hessler shows only the design area without the pencil notations, he does quote the pencil notation, "Last Proof before hardening," which appears in the wide margin area at the lower right. This Proof is on India paper mounted to card. The mounting was done prior to printing, as can clearly be seen by the embossing effect through to the back of the card. The note is definitively tied to the plate in the Hessler book by a minor age spot on the right arm of the trumpet-bearing figure, which shows in the Hessler plate. That miniscule spot is the only anomaly separating this gorgeous proof from absolute perfection. The note bears several very minor differences from the issued note; the most apparent is the date of 1895 in the ribbon at right rather than the 1896 of the issued note. Last-minute problems delayed the date of issue and caused this minor but necessary change. The shading of the dove vignette to the right of the Capitol dome was also lightened considerably, and the shape of the lightbulb was slightly altered. Federal Proofs have been underappreciated forever, and they are just now beginning to show some signs of increased popularity.
