1999 United States Mint Silver Proof Set. 8 Coins Inside, about 1.3 ounces of pure silver.. The 1999 Silver Proof Set was released during the first year of the State Quarters series. Under the new program, five different quarter designs highlighting the unique characteristics of each would be released per year for a period of ten years. The change and variety offered by the series would reinvigorate the hobby of coin collecting and draw specific interest to many modern issues. As a result of the State Quarters Program, the size of the annual silver proof set would be expanded to include nine different coins, with seven of these struck in 90% silver. Each 1999 Silver Proof Set contains the five quarters featuring Delaware, Pennsylvania, New Jersey, Georgia, and Connecticut. The additional coins included the 1999 Kennedy half Dollar, Roosevelt Dime, Jefferson Nickel, and Lincoln Cent. The quarters, half dollar, and dime were struck in 90% silver. All coins are struck in San Francisco and carry the “S” mint mark. It is currently the highest value of the modern 90% silver proof set issues. Packaging for the set was modified to accommodate the increased scope of the set. The five quarters were sealed in a plastic lens, with the remaining four coins sealed in a second lens. The two lenses were placed in a cardboard box. The color scheme for the silver proof sets was red, which differentiated the sets from the regular clad versions, themed in blue.
