<B>1964 25C Washington Quarter--Double Struck, 90% Off Center and Partial Collar--MS64 PCGS.</B></I> Type A reverse. The first strike is a partial collar, fully present at 5 o'clock and absent near 11 o'clock. The first strike has a high knife rim across the upper obverse. LIBERTY and QUARTER DOLLAR are distorted from unrestrained metal flow.
