This Special Passport was used by Mr. Paul C. Smith, Chief Editor of the San Francisco Chronicle, when he accompanied The Hon. Herbert Hoover on a 1938 trip to Europe. The is well-documented in Smith's autobiography, "Personal File", published in 1964. The Passport has been canceled.

Smith and Hoover traveled through February and March 1938, and visited the United Kingdom, Austria, France, Finland, Nazi Germany, Latvia, Estonia, Poland, and Lithuania. All these nations are represented in the passport. It was on this journey that Smith concluded a war in Europe was imminent, and published his views upon returning to the United States of America.
