Between the small lake port of Chicago and the lead mines at Galena near the Mississippi was located a fertile, well-watered region. The Black Hawk War of 1831 had alerted national attention to the area. Soldiers and militia were its first explorers, newspapers printed their descriptions of the "land of opportunity" they had seen, and within two years settlers of permanent farm homes and town sites began to appear up and down the Fox River.

Two families, the Giffords and the Kimballs while not the earliest white settlers in the vicinity, set up a claim about three miles east of the Fox River (named for the Fox Indians of the region), along Poplar Creek in Hanover Township. Elgin, Illinois was chartered in 1835.
