Federal Reserve notes surcharged "HAWAII" on both sides, with signatures of Julian and Morgenthau have a brown seal, not blue. They were used exclusively in the Hawaiian islands as replacements for the regular notes in order to thwart possible seizure of the money by invading Japanese forces, but also as a way of controlling black market activities of the populace. The notes are still legal tender in the mainland, but because of their premium, are hoarded. Gems are becoming very scarce.
