<B>1916 25C MS64 Full Head PCGS.</B></I> 1916 quarters are notorious for weak strikes, and are almost always poorly defined on Liberty's head and on the shield. Standing Liberty quarter specialist J.H. Cline attributes this to their having been struck from rusty dies. In his <I>Standing Liberty Quarters</B></I> book, he writes: "The dies were completed in July, 1916 and set until December 16 before any striking took place. Rust knocked off all high points or they were polished off in removing the rust. Striking dies are made of high speed steel, and it is difficult to rustproof them."<BR> Cline also estimates that 3% or less of 1916 Standing Liberty quarters are struck with full heads. PCGS population and NGC census data appear to contradict his estimate; the two services have seen about 1,500 examples in all grades, and have given the Full Head designation to nearly 500 pieces. This may be attributed, at least in part, to Cline's contention that: "...all of my research into the PCGS Population Report and the NGC Census Report shows that the figures are off by at least 10 to 15% due to many dealers (including yours truly) breaking out encapsulated coins...and not returning the inserts." He goes on to say that: "The reports are inflated on some dates (of Standing Liberty quarters) ...perhaps as much as 50% in some cases...."<BR> The near-Gem example in this lot displays bright, untoned surfaces with potent luster. The sharpness of strike transcends the Full Head to include boldness on the date, the toes of both feet, the horizontal lines on the inner shield, and the eagle's torso feathers. All of the rivets show, albeit weakly.
