Pop: 3. Two Acts of Congress authorized all the Silver Certificates that were issued, the Acts of February 28, 1878 and August 4, 1886. The second issue of Silver Certificates consisted of notes from 1 to 1,000 Dollars of the series of 1886, 1891 and 1908. The notes of the 1886 and 1891 series are quite popular because of the attractive portraits and detailed lathe work. On F-223, Martha Washington, the wife of George Washington, takes a prominent spot on the left side, engraved by Charles Burt from the Jalabert painting. There is a small red scalloped seal. Utterly fantastic quality for this issue, with perfect colors, centering, and paper crispness. "Hot off the press" as it were, with nary a smudge or imperfection. The note takes your breath away!
