One clause in this Act set the Mint machinery in motion: "And the Secretary of the Treasury is authorized and directed to purchase, from time to time, silver bullion, at the market price thereof, not less than two million dollars worth per month, nor more than four million dollars worth per month, and cause the same to be coined monthly, as fast as so purchased, into such dollars." Richard Bland, a Congressman from Missouri, lived in Nevada during the early 1860s and was involved in the early history of Carson county in that state. This lovely Gem quality example is fully brilliant with frosty luster. It is sharply struck with exceptional aesthetic appeal. A trace of ivory color can be seen on otherwise bright silver-white surfaces.
