<B>1878 3CN PR66 Cameo PCGS.</B></I> Radiant silver-white surfaces show no trace of patina, with bold contrast between frosty devices and mirrored fields. The 1877 and 1878 three- and five-cent nickels were proof-only issues, since the Mint Act of 1871--requiring the Mint to redeem minor coins in any quantity--ensured that enough of those minor coins were redeemed that the Mint stopped producing them, except for proofs. Although for the first few years after 1871 the Mint melted and recoined old copper, copper-nickel cents, two cents, nickel three cents and five cents, after a time it became obvious to Mint personnel that they could just reissue the used coins alongside newly minted pieces, obviously reducing the demand for the latter.
