The Confederate Congress issued this update on a Bill allowing Substitutes to serve in place of a Drafted Citizen, 8 vo, 2 pages, front and back, (old Crandall # 400), overall in nice condition. This bill is an update stating that Farmers are exempted from military service. Those who have active farms, producing meat and grain and other crops that can be used by the Confederate armies in the field will not have to serve in the army. Affairs in the field are critical and otherwise substitutes will soon be done away with as the armies of the Confederacy need everyone possible to serve.
