A nice example of this scarce issue. The 3c silver was originally introduced when the postal rates were dropped from 5 cents to 3 cents. While there were circulating pennies and half pennies, copper did not circulate much in the south as they did not think much of copper and demanded silver or gold in their coinage. So the bill reducing the postal rates also called for the introduction of a 3 cent silver piece to facilitate postal payments.
