<B>1853 25C Arrows and Rays MS65 NGC.</B></I> After considerable debate in Congress, the Mint Act of 1853 was passed that allowed the United States to issue its first fiat money. While this was seen as an evil at the time, it was a necessary one that remedied an even greater evil of the large-scale melting of silver coins. This was possible because the intrinsic value of silver coinage was worth more than its face value. After passage of the Mint Act in February, Mint Director George Eckert decided that some distinguishing mark(s) were necessary for these new, lower-weight coins. The result were arrowheads placed on each side of the date on the obverse, and a glory of rays surrounding the eagle on the reverse.<BR> The mint luster on this piece is thick and shines through the deep toning that covers each side. The centers are golden-rose and are surrounded by deep blue at the margins. Fully struck in all areas. Just a couple of light marks can be seen with a loupe, in the right obverse field. Exceptional quality for this essential one-year type coin.
