Breen speculates that proofs were struck to commemorate the opening of the second Philadelphia Mint. Not a restrike proof issue, since proofs were struck prior to the business strikes. This exquisitely struck specimen is iridescently toned orange, rose, and apple-green. Pleasing for the third party grade, since no distractions are present. EAC PR60.
