Rarity-5 (Rare). Very bright and fresh-looking, with some trivial tape repairs on the reverse, mostly to close the slit cancel and to “heal” some marginal fold tears. Signed by William Imlay and issued for $352.69. Printed by Francis Bailey on fine quality handmade laid paper bearing portions of the “SANDY RUN” watermark. This certificate is related directly to the transference of the nation’s capitol from Philadelphia to Washington, DC under what was known as the “Assumption Act” (in order to persuade the South to assume a disproportionately larger share of the Revolutionary War debt, the government agreed to relocate the capitol to a Southern State). This example has a nearly invisible slit-cancel and retains a large right side margin. An important piece of Connecticut and United States fiscal history.
