1793 “Oliver Wolcott” as Comptroller of the United States
OLIVER WOLCOTT, JR. (1760-1833). United States Secretary of the Treasury from 1795 to 1800; Comptroller of the United States Treasury 1791-1795, Secretary of the Treasury 1795-1800 Appointed Secretary of the Treasury by George Washington to succeed Alexander Hamilton. In 1799 as Secretary of the Treasury, designed the U.S. Customs Service flag; 24th Governor of Connecticut (1817 to 1827).
April 27, 1793-Dated Federal Period, Printed Document Signed, “Oliv. Wolcott Jr” as Comptroller of the United States, 1 page, measuring 7.25” x 9.5”, Very Fine. Printed in black text on fine quality watermarked period laid paper, boldly Signed in rich brown measuring a large 2.5” long at bottom right. Overall very clean and even in appearance having one small tone spot near upper center. Being a historical Printed U.S. Treasury Circular Letter to respond to a question from Samuel Bosworth, Esqr. regarding, “An Act concerning the registering and recording of Ships and Vessels,...” His reply reads, in part:

“By the Act lately repealed, all Vessels were qualified to be registered, which had at any time been built within, and at the time of application for a register, were wholly owned by citizens of the United States. By the Act now in force, a limitation is interposed; so that no ships or Vessels, built within the United States prior to the 16th day of May 1789, can now be registered, unless such Ships or Vessels, were on that day owned in whole of in part by citizens of the United States. This new provision is, however, not to affect the privileges of any Ship or Vessel, which has been registered pursuant to the former Act... -- (Signed) Oliv. Wolcott Jr.”
