OLIVER WOLCOTT, JR. (1760 - 1833). American politician from Connecticut who served as the 2nd United States Secretary of the Treasury (1795-1800) after Alexander Hamilton and the long serving 24th Governor of Connecticut (1817-1827).
January 13, 1791-Dated Federal Period, Rare U.S. Treasury Fiscal Debt Manuscript Document Signed, “Oliv. Wolcott” as Auditor, measuring 15.75” x 12.75”, 1 page, large folio, Treasury Department, Fine. Wolcott notes that 4 documented (apparently Revolutionary War Period) “Certificates of Public Debt” are genuine. Folds, scattered stains, minor loss at middle of edge on each side, some pinholes boldly written on “Crown” watermarked laid period paper. The text at lower left reads, in part;

“Treasury Department / Auditor Office Jany. 13, 1791. / I have examined the above described four Certificates, and am of opinion that they are genuine and ought to be received at the value of Seven thousand, two hundred & eighty six Dollars & forty four ninetieths, on account of the Loan proposed by the Act of Congress of the 4th of August 1790. With the Interest due thereon to be computed from the period states in the above account. To be settled at the Treasury or by the Commissioner of Loans for the State of Maryland”.
