THOMAS MIFFLIN (1744-1800). American Major General in the Continental Army from Philadelphia, Pennsylvania, the 1st and 3rd Quartermaster General during the American Revolution, a member of the Pennsylvania Provincial Assembly, a Continental Congressman from Pennsylvania, 5th President of the Continental Congress, and a Delegate to the Constitutional Convention of 1787, thus qualified as among the Founding Fathers. He served as Speaker of the Pennsylvania House of Representatives, President of the Pennsylvania Supreme Executive Council and the first Governor of Pennsylvania. Also signed by ALEXANDER J. DALLAS, Treasury Secretary and Promoter of the Second Bank of the United States.
November 16, 1791-Dated Federal Period, Manuscript Document Signed, “Tho. Mifflin,” 1 page, on Vellum, measuring 15.5” x 13”, Choice Extremely Fine. Also Signed, “A.J. Dallas” as Secretary of the Commonwealth. Being a Patent Land Grant issued to Samuel Meredith for “a cetain tract of land called ‘Hodson’ situated on a branch of the Sahawanock Creek abnout four miles west of the Moeac Mountain in Luzerne County.” President George Washington appointed Samuel Meredith Treasurer of the United States (1789-1801). He was also a noted Delegate for Pennsylvania to the Continental Congress from 1786 to 1788. Expected folds, complete with Three intact official paper and wax Seals, one on front, two on verso. This special Document appears very clean and fresh, having bold rich brown written text and signatures, making it excellent for display.
Thomas Mifflin (1744-1800) was a founding father and signer of the Constitution. He was 5th President of the Continental Congress who accepted Washington’s resignation. He was a major General in the Continental Army during the American Revolution, a member of the Pennsylvania Provincial Assembly, a Continental Congressman from Pennsylvania, a delegate to the Constitutional Convention of 1787, and a Signer of the U.S. Constitution. He served as speaker of the Pennsylvania houses of reps, president of the Penn Supreme Executive Council, and the first Governor of Pennsylvania.

A.J. Dallas (1759-1817) served as Secretary of Treasury under president James Madison as well as acting Secretary of War and acting Secretary of State for a few brief months.

Samuel Meredith (1741 – February 10, 1817) was an American Merchant from Philadelphia, Pennsylvania. He was a Delegate for Pennsylvania to the Continental Congress from 1786 to 1788. President Washington appointed him Treasurer of the United States, and he held this office from 1789 until his retirement on December 1, 1801.

He was born in Philadelphia to Reese and Martha (Carpenter) Meredith. His father was a prominent local merchant, and after attending Dr. Allison's Academy, he joined the family business. Samuel would later expand the business in partnership with his brother-in-law George Clymer, who married his sister Elizabeth Meredith in 1765. Samuel married Margaret Cadwalader on May 19, 1772.

He lived his later life in Northeastern Pennsylvania. He spent time in Carbondale Township in Lackawanna County, Pennsylvania, where the local fire department bears his name. He died near Pleasant Mount in Wayne County, Pennsylvania, where he is interred in a private cemetery.
