President of the French Second Republic and as Napoleon III, the ruler of the Second French Empire (1808-1873). Manuscript DS, signed “Napoleon,” one page both sides, 8.25 x 11.5, January 22, 1868. Document relating to Articles 8–10 of a decree concerning the improvement of waterways in France. This decree, signed in Tuileries Palace in Paris, approved the construction of a dike in Salins in eastern France. Construction was to be undertaken by a private "compagnie" within six months of the decree and with strict instructions not to disrupt existing boat travel. Finished work was to be reviewed by various local and national authorities, which included the Mayor's office, the Prefecture or head of Police, and the Ministry of Agriculture, Commerce, and Public Works. Signed on the reverse by Napoleon III. Lower portion bears the embossed seal of the Minister of Agriculture, Commerce, and Public Works. In fine condition, with light toning, and a strip of old paper tape to the top of the first page. From November 1867 through July 1868, Napoleon issued a series of decrees authorizing work to improve river navigation.
