The Queen appoints William Coutts Keppel as Lieutenant “in Our Forty Third Regiment of Foot from the 21st of October 1853.” Three vertical folds, scattered light toning and rubbing, otherwise fine condition. The white paper seal is crisp and intact, as is the affixed revenue stamp.
